Get a Roll of Duct Tape and 2 speakers and a wire to make a noise maker

It can be obtained from an unconscious guard. There are no current uses for the item it is purely vanity. However, on mobile version, it is listed as a component, titled "Speaker" instead of "Small Speaker".
