The Memoir Tapes is an item exclusive to the Duct Tapes Are Forever DLC prison. Only 1st 3 Henchmen have Memoir Tapes. It is used to craft the Voice Recording, which is required to escape.

It is obtained from a Henchman's inventory when he is knocked out.
