The Tool Handle is completely pointless unless it's used for crafting. Let's upgrade it into a  Multitool!

Can be bought from inmates and can be used to scale down walls. Can also be used to tie down other inmates or guards to keep them out of action for a few hours, useful to disrupt a work schedule, keep an enemy (red name) from beating you up during something important, or to make a hostage out of guards during a prison take over attempt.
Degrades by 25% every time you use it (by going to a lower part of the roof).
